The American Environment
As the rest of the world tries to make agreements on the environment, the U.S. continues to hold out. As I've stated before this fact can be deceiving. The U.S. may not be signing agreements, that doesn't mean that they aren't making progress. Canada has signed the Kyoto accord but has translated this fact into very little in the way of greenhouse gas emissions. The Americans may in fact accomplish more without signing.
